Donned the Party Hat
Literally, a lampshade. A person has become unreasonably inebriated is occasionally depicted wearing a lampshade as a hat. To say that someone "has donned-" or "is wearing-" the party hat means that the individual is drinking significantly more than he should, or the most of anyone present. See also Alcohol.
