How Come Flammable and Inflammable Mean the Same Thing?

So what word tells someone that something ISN'T easy to catch fire?

Well actually... it's a long story. Inflammable was the original word, but everyone thought that meant "impervious to flame," so for safety reasons they dropped the "in" to prevent people from being confused and taking cigarette breaks against propane tanks.
