No. It's a hotdog. A hotdog is a food item of its own kind, which consists of two essential ingredients - a sausage (whether meat or veg, still a sausage of some variety), and a bread bun. Ideally slid into the bun. If it's just a bun cut in half and the sausages in between.. then I suppose it's a sausage sub, which is indeed a type of sandwich, and is then not a proper hotdog. That's my interpretation anyway.
