no they dont. I could care less means that you still care some, because is it possible to care even less than you do. I couldn't care less means you don't care one bit whatsoever, meaning you could not possibly care less about it

i think "i could care less" isnt meant literally. They sarcastically say "i could care less" when the opposite is true, they couldn't care less since they dont care. the literal meanings dont match

I think people who say "I could care less" aren't being sarcastic nor anything, they're just repeating the mis-heard "I couldn't care less" without really paying attention to what they're saying.
